"In Korea, mental agony is prevailed.... 'mental illness hospitalization' must be changed"


 

 OECD released the report about the mental health of Korea

 
 

 OECD(Organization for Economic cooperation and Development) proposed the necessity  of measurement to the prevalence of mindful agony in korea society on November 8th.
 
 Before 'The Korea, Chinese and Japan Mental Health Policy Forum' which was held in Hotel Silla. Dr. Susan Oconer, the consultant of the OECD, shows the whole mental health system of korea then gave the advice lists.
 
 OECD diagnosed the prevalence of mental agony in the korea society, listing the issues about the World best suicide rate, Alchol  abusing, Gambling, Internet addiction and School violence which were the hot potatoes of korea.
 
 Moreover, pointing out the realities about the high rate of long term hospitalization in hospital and institution, OECD said about the necessity of the local community centered-clinic system.  It was the result from the high rate of long term inpatient in the mental recuperation center and the high portion of involuntary inpatient rate.
 
 However, Dr. Oconer emphasized that the long term hospitalization is inefficient and expensive.
 In connenction with this, OECD proposed the reform of the social security system which is not appropriate to the management of local community patients. Then they demanded about the building of environment that the autonomy decision of patient comes first. They were suggested as the main policy for the improvement of mental clinic system.
 
 Dr. Oconer explained the local community centered clinic as the high-level accessibility method which can be applied to the Office, Home and External Examination.
 
 She said "Mental agony is affected by various factors like economical and social effect. However, these simple mental disorders don't be cured properly in medical perspective." Then she ordered the expansion of the accessibility to the psychological health service and the solution to the prejudice of mental disease.
 
 Especially, OECD paid attention to the role of  'Ministry of Health and Welfare' with suggestion about the importance of leadership which is organizing the separated mental cure services. This suggestion was the outcome of awareness that we don't systematize the existing program and the lack of investment to the mental health system. In the same vein, OECD evaluated our Health, House, Employ and Social Cure Plan as insufficient things in their report.
 
 Dr. Oconer said, "Mental health problem is not only about the medical problem but also the problem of whole area. So we need the remedy for the all-round part."
 
 The realted-person of Ministry of Welfare and Helath announced the establishment of National Mental Health Institute for the supply of systematic mental health service and the manpower. Then he emphasized that "For the countermeasure to the increasing metal problem demand like addiction and suicide, We will enlarge the Mental Health Infrastructure and expand the Local Community-Centered Mental Health Enhancement Buisness."   1. This is a very serious issue. I don't know if local centers would help much, though. People would be afraid to be seen going to them. That is a social stigma that has to be dealt with.
